As the water loses its heat, it sinks and flows back to the boiler through return pipes. Most gravity systems heat the water to no more than about 180 degrees Fahrenheit, and cooled water that goes back to the boiler rarely falls below 120 degrees Fahrenheit.
It is an indication of limited, or no, flow, usually caused by an "air pocket" in the system, or a blocked pipe. There is no "cold water entering the system" unless the pump is putting it there. The burner heats the water in the boiler, but if there is no circulation, then that is the ONLY water that gets heated.

Hello, when I turn up my thermostat the hot water boiler circulating pump does not start. I can manually turn on the pump when a switch is turned on, but the thermostat will not actuate the pump. I have two zones thereby two thermostats, neither thermostat will actuate the circulating pump. The fuse panel is all turned on so I am at a loss.

If any of them are loose or disconnected, your circulator pump won't work. Reconnect or tighten loose connections. Each plug terminal has a screw, so loosen the screw so you can insert the wire neatly into the hole.

Definitely make sure there is a check valve between the cold water valve and where the pump ties in to it so hot water doesn’t bleed in to your cold water. Last thing to check is if the recirculation line goes to the kitchen and then back to the pump. If it does then it’s plumbed correctly.

It stays running cold until the pump is turned on or the circulating system is isolated from the rest of the plumbing. This occurs at all faucets. They are all single lever faucets. The water never gets hot again until I turn on the pump or isolate the circulating system.
